Villas-Boas Discuss Chelsea & Arsenal's Transfer Policy

London - Chelsea's new manager, Andre Villas-Boas, spoke about his club's transfer policy. He also commented about Arsenal's transfer policy, the infamous "stingy" shopping.

Chelsea and Arsenal do exist at the poles are different when they entered the period of sale of players.
